“Van Accessible Parking Requirements”

One often hears someone somewhere talking about how there are always new rules, which restrict our freedoms and limit our options. One often hears someone somewhere say “in the good old days we didn’t need all these rules. Life was simpler back then.”
Well, for a change we have some new rules and they actually make sense and not only that, if you are a business or property owner they can even make your life easier. These rules I’m talking about relate to disabled access compliance in California, specifically.
The new 2013 CBC (California Building Code) is out and is now the law of the land as far as construction and design goes. With respect to the energy component of Title 24- well I have nothing but bad news compounded by atrocious on top of abominable. The 2013 Building Energy Efficiency Standards have been delayed somewhat, but not eliminated and they essentially go into effect of July 1, 2014.
As for the accessibility potion of Title 24 – well essentially they are in force, but there are certain provisions, which not only make sense, particularly in the light of provisions of the 2010 ADA (Federal), but in certain instances reduce confusion and can provide some relief.
An important point to note here is that the traditional numbering system that has been utilized with prior editions of the CBC has now been revised to incorporate the numbering system of the Federal ADA, with some sort of inclusion of aspects of the CBC. In the two examples below this new numbering system can clearly be seen.
For purpose of this article the focus will be on comparing the previous (2010) code with the new 2013 (for 2014 onwards) code. The designated van access requirements have some subtle changes, which are important as they have implications for existing properties in the event they undergo restriping.

“1129B. Van space(s). One in every eight accessible spaces, but not less than one, shall be served by a loading and unloading access aisle 96 inches wide minimum placed on the side opposite the driver’s side when the vehicle is going forward into the parking space and shall be designated van accessible as required by Section 1129B.4. All such spaces may be grouped on one level of a parking structure. The loading and unloading access aisle shall be marked by a border painted blue. Within the blue border, hatched lines a maximum of 36 inches on center shall be painted a color contrasting with the parking surface, preferably blue or white. The words “NO PARKING” shall be painted on the ground within each 8-foot loading and unloading access aisle. This notice shall be painted in white letters no less than 12 inches high and located so that it is visible to traffic enforcement officials. See Figures 11B-18A, 11B-18B and 11B-18C.”

“11B-502.2 Vehicle Spaces.
Car and van parking spaces shall be 216 inches long minimum. Car parking spaces shall be 108 inches wide minimum and van parking spaces shall be 144 inches wide minimum, shall be marked to define the width, and shall have an adjacent access aisle complying with 11B-502.3.
EXCEPTION: Van parking spaces shall be permitted to be 96 inches 108 inches wide minimum where the access aisle is 96 inches wide minimum.”
“11B-502.3.1 Width. Access aisles serving car and van parking spaces shall be 60 inches wide minimum.”
“11B-208.2.4 Van Parking Spaces. For every six or fraction of six parking spaces required by 11B-208.2 to comply with 11B-502, at least one shall be a van parking space complying with 11B-502.”
Under the 2010 CBC (1129B.3.2) the number of van accessible stalls to the regular accessible stalls is 1 per 8. Now with the 2013 CBC 11B-208.2.4) the requirement has become more stringent at 1 per 6. However this will not affect the majority of properties as one needs a lot of parking to require at least six accessible stalls.
Another major difference is the width of the van stall and the adjacent access aisle. Under the 2010 CBC (1129B.3.2) the width of the stall is the same as the regular accessible stall at nine feet and the access aisle needs to be 8 feet wide to accommodate a van stall, however under the 2013 CBC (11B-502.2) the van stall is now 12 feet wide and the access aisle is the same width as a regular accessible stall at 5 feet.
Essentially this comes to the same overall dimension of 17 feet, but the implication is that the van stall now can accommodate a van located within the 12 foot width, which should make this easier and more accessible, particularly as it was not allowed to park in the access aisle under the 2010 code.
As can be seen there is an exception for the old van accessible parking layout, but it is anticipated that when a parking lot is being restriped it should meet the 2013 code requirements.
